CALL FOR APPLICATIONS

The Italian Ministry of Interior, represented by Criminal Police Central Directorate -International Police Cooperation Service, in cooperation with the Delegation of the European Union to Montenegro (EUD), is seeking qualified experts from Montenegro for the position of full-time Local Legal Advisor. The selected expert will provide technical expertise and support within the framework of an EU-funded Contribution Agreement project implemented in Montenegro.

The overall objective of this Contribution Agreement is to assist Montenegro in its preparation for EU accession by supporting the alignment and effective implementation of the relevant EU acquis and standards in the fields of Security and Home Affairs, under Chapters 23 and 24, in line with the new enlargement methodology.

The specific objectives are to strengthen the efficiency and performance of the judiciary, enhance the institutional capacities to fight against high-level corruption and serious and organized crime and to produce a convincing track record in addressing complex forms of organized crime, including money laundering, tobacco smuggling, as well as the confiscation of criminal assets.

2. DESCRIPTION OF THE ASSIGNMENT

Under the supervision of the Project Manager and/or the International Long-Term Experts the legal advisor will assist the project in the implementation of the long-term project objectives and the daily tasks in one of the four indicative areas of intervention by undertaking necessary legal research and drafting and proofreading of various papers and documents on a wide and diverse range of substantive and procedural legal issues related to the project scope of work.

The working language of the project is English.

JOB DESCRIPTION

Overall Role

Under the supervision of the Project Manager and/or International Long-Term Experts, the Legal Advisor will support the implementation of the project’s long-term objectives and daily activities within one of the four indicative areas of intervention.
He/she will conduct legal research, provide expert advice, and prepare high-quality legal documents, analyses, and reports related to the project’s thematic scope, ensuring alignment with EU standards and best practices.

Main Responsibilities

Legal Research and Analysis

  • Conduct comprehensive legal research on national legislation, case law, and international/EU legal instruments relevant to the project’s areas of intervention.
  • Analyse gaps, inconsistencies, and compliance issues between domestic legislation and EU acquis or international standards.
  • Prepare comparative legal analyses and policy briefs to support institutional reform and capacity-building processes.
  • Contribute to the identification of legislative or procedural amendments needed to strengthen rule of law and institutional alignment with EU requirements.

Legal Drafting and Documentation

  • Draft and proofread a wide range of legal and technical documents, including legal opinions, concept papers, guidelines, manuals, reports, and recommendations.
  • Assist in the preparation of draft laws, by-laws, standard operating procedures (SOPs), and internal regulations within the project’s scope.
  • Ensure that all legal and technical documents prepared under the project are accurate, coherent, and consistent with national and EU legal frameworks.

 Support to Project Implementation

  • Provide legal input to the design and implementation of project activities, workshops, and trainings.
  • Support beneficiary institutions in understanding and applying relevant EU and international legal standards.
  • Contribute to the development of capacity-building materials and presentations for institutional counterparts.
  • Assist in the preparation and review of reports, minutes, and correspondence with national stakeholders and the EU Delegation.


Coordination and Communication

  • Maintain regular communication with project experts, beneficiary institutions, and other stakeholders to ensure consistency and legal accuracy in project outputs.
  • Contribute to inter-institutional coordination efforts, supporting dialogue between national institutions and EU counterparts.
  • Participate in meetings, technical discussions, and working groups, providing legal expertise and follow-up notes when required.
  • 5. Quality Control and Reporting
  • Ensure the quality, consistency, and legal soundness of all documents produced under the project.
  • Support monitoring and evaluation of legal components by providing relevant data, analyses, and inputs for progress reports.
  • Draft concise summaries of legal developments relevant to the project for inclusion in periodic reports or policy updates.

Qualifications and Skills

  • University degree in Law (Master’s degree preferred).
  • Minimum 5 years of professional experience in legal advisory, legislative drafting, or legal research, preferably in the context of EU-funded or international cooperation projects.
  • Proven knowledge of EU law, international standards, and the rule of law sector.
  • Demonstrated experience in legislative analysis, drafting, and legal harmonization with EU acquis.
  • Excellent research, analytical, and drafting skills.
  • Ability to communicate complex legal issues clearly and effectively, both orally and in writing.
  • Fluency in English (written and spoken); knowledge of the local language is an asset.
  • Strong organizational skills and attention to detail.
  • Ability to work both independently and collaboratively in a multicultural team environment.


Work Environment

The Legal Advisor will be based in the Project Office and will work closely with the Project Manager, International Long-Term Experts, and representatives of national institutions involved in the project.

Regular travel within Montenegro and, occasionally, to other partner countries may be required.
