CALL FOR APPLICATIONS

The Italian Ministry of Interior, represented by Criminal Police Central Directorate -International Police Cooperation Service, in cooperation with the Delegation of the European Union to Montenegro (EUD), is seeking qualified experts from Montenegro for the position of full-time Local Administrative Officer – Communication and M&E. The selected expert will provide technical expertise and support within the framework of an EU-funded Contribution Agreement project implemented in Montenegro.

The overall objective of this Contribution Agreement is to assist Montenegro in its preparation for EU accession by supporting the alignment and effective implementation of the relevant EU acquis and standards in the fields of Security and Home Affairs, under Chapters 23 and 24, in line with the new enlargement methodology.

The specific objectives are to strengthen the efficiency and performance of the judiciary, enhance the institutional capacities to fight against high-level corruption and serious and organized crime and to produce a convincing track record in addressing complex forms of organized crime, including money laundering, tobacco smuggling, as well as the confiscation of criminal assets.

2. DESCRIPTION OF THE ASSIGNMENT

Under the supervision of the Project Manager assists the entire Contribution Agreement of the European Union n° 700003544 team in the day-to-day implementation of the project, i.e. overall management of the office administration, coordination, controlling and accounting, drafting of written materials (incl. minutes of meetings), facilitating internal and external communication, keeping archives of all project documentation, close cooperation with Project Manager, flight bookings, etc.
In addition, the Officer will support the Project Manager in Monitoring and Evaluation (M&E) tasks, including the collection, organization and analysis of data related to project indicators and deliverables; preparation of M&E reports; maintenance of project monitoring tools; and support to the organization of internal review meetings and evaluations. The Officer will ensure the accuracy, consistency and timely submission of progress information to the Project Manager and will contribute to identifying best practices, lessons learned and areas for improvement throughout the project implementation.

The working language of the project is English.

REQUIRED EXPERT PROFILE

  • University degree in Law, Administration, Accounting, Social Sciences, Project Management, or other relevant field;
  • Minimum of 5 years of work experience as an assistant/administrative assistant, ideally in an EU or donor funded project and/or in a legal context;
  • Proven coordination and management skills;
  • Excellent written and spoken proficiency in English;
  • Practical experience in translation and interpretation English-Montenegrin-English would be considered an advantage;
  • Very good oral and written communication and presentation skills:
  • Highest standards of integrity and experience in handling confidential information;
  • High degree of independence, strong own initiative and flexibility, discretion, and professionalism;
  • Full computer literacy in Word, Excel, Power Point and/or in other presentation software;
  • Proven knowledge or previous experience in Monitoring and Evaluation (M&E) within EU or donor-funded projects;
  • Ability to design and use monitoring tools and performance indicators;
  • Familiarity with results-based management (RBM) and logical framework approaches;
  • Flexibility, strong adaptation skills and capability of teamwork in a potentially stressful environment under tight deadlines.
